Yes, you can report a user for spam, harassment, scams, or other inappropriate behavior. To file a report, click the three dots under a user's camera and click the "report" button. It looks like this: 
A small window will appear where you can click the reason for why you're reporting this user. Our moderators will review your report and take appropriate action.
